Change Manager Policy and Advice

The assignment is results-oriented and temporary in nature, not intended as a structural filling of a regular staff or line management position. At the end of the initial assignment period, it must be demonstrably clear that:

  • the foundation within Policy & Advice has been strengthened and brought into order
  • clarity has emerged regarding priorities, responsibilities, work agreements, and required capacity
  • more control and overview have been gained over the most important policy and advisory tasks within the physical domain
  • clear prioritization and focus have been achieved
  • the results-orientation and predictability of execution have improved
  • ownership within the team has increased

Profile

A government organization is looking for an experienced independent change manager for a temporary change assignment within the Policy & Advice team of the physical domain. This team consists of 70 employees with 3 coordinators. The organization is in a development phase where there is a need for more structure, clear priorities, ownership, and predictability in the execution of policy and advisory tasks.

The change manager brings movement, creates an overview, and ensures that the desired development is actually realized and secured. The change manager also brings their expertise into the management team of the Living Environment directorate. The change manager:

  • quickly brings overview, calm
  • analyzes the existing situation and translates it into concrete improvement priorities
  • brings focus and monitors progress on agreed results
  • works in a coaching, empathetic, and connecting manner
  • instills confidence and creates a safe environment where people can take responsibility
  • is clear about expectations and results and addresses issues when necessary
  • stimulates ownership and professional development

What they ask

  • available by November 1st at the latest for the requested number of hours or earlier if possible
  • completed university (WO) education
  • a minimum of ten years of experience as a manager/team leader at a government organization
  • experience as a change manager at a government organization

  • completed university (WO) education in the field of change management
  • a minimum of three years of experience as a change manager at a government organization
  • a minimum of fifteen years of experience as a team leader/manager at a government organization
  • a minimum of five years of experience as a team leader/manager within the physical domain
