Urban Economist

Within a government organization, there is a temporary need for additional urban economics capacity. To ensure continuity within ongoing area developments, municipal land exploitations, and the Planning & Control cycle, an experienced urban economist is sought who can be deployed quickly and independently. These activities are part of the regular organizational structure. The assignment will be filled on a secondment basis.

What you will do. As an Urban Economist, you are responsible for the financial-economic advice and control of various municipal housing and area developments. You make an important contribution to strategic decision-making on development projects and advise and report on the financial feasibility, risks, opportunities, and consequences of spatial developments. An important part of the activities concerns the Planning & Control cycle.

The assignment is successfully completed when:

  • the assigned land exploitations are up-to-date, reliable
  • the MPG (Multi-Year Land Exploitation Forecast) is updated in a timely and qualitative manner
  • the necessary urban economic input for the budget, annual accounts, and audit is available in a timely manner
  • area developments are provided with reliable financial-economic analyses and advice
  • cost recovery is ensured in accordance with applicable laws and regulations
  • project leaders, program management, management, and the board have been advised in a timely and diligent manner
  • the continuity of urban economic activities is guaranteed during the assignment period

Activities:

  • Preparing, updating, analyzing, and monitoring municipal land exploitations
  • Providing financial-economic advice within area developments
  • Advising project leaders, management, and the board
  • Advising on and monitoring the municipal land portfolio
  • Conducting feasibility studies and scenario analyses
  • Assessing acquisition opportunities for new locations and land transactions
  • Advising on cost recovery in accordance with the Environmental Act
  • Contributing to negotiations with developers, housing corporations, landowners, and private individuals
  • Providing substantive contributions to policy documents, including the Environmental Vision, Land Policy Note, and strategic visions
  • Advising on fiscal aspects of land exploitations, including corporate income tax and VAT
  • Advising on financial risks, opportunities, and consequences within area developments
  • Actively contributing to the update of the Multi-Year Land Exploitation Forecast (MPG)
  • Providing urban economic input for the budget and annual accounts
  • Monitoring financial developments, risks, and deviations within land exploitations
  • Advising in collaboration with Finance during the audit
  • Ensuring reliable financial forecasts and justifications for decision-making

Profile

As an experienced urban economist, you can be deployed quickly and independently. You are a strong sparring partner for project leaders, management, and the board, and you work closely with colleagues in project management, spatial planning, land affairs, housing, and finance. You work side-by-side with project teams and provide input to program management, management, and the board.

What they ask

  • Demonstrably completed economic, civil engineering real estate, or area development-related education at a minimum HBO bachelor level
  • Minimum of 3 years of demonstrable work experience in the role of urban economist within a government organization
  • Demonstrable work experience with preparing, updating, and monitoring municipal land exploitations
  • Demonstrable knowledge of the Budget and Accountability Decree (BBV) in relation to municipal land exploitation
  • Demonstrable knowledge of cost recovery and area development under the Environmental Act
  • Agreement with the stated secondment condition

Preferences:
