Team Leader Legal Affairs

Societal challenges are becoming more complex and require more coherence, predictability, and integral collaboration.

  • A government organization is in a transition period where a renewed course, a new governance model, and a different vision on business operations & control must be secured.
  • Within the organization, there is a need for more coherence, better collaboration, more predictability, and clearer quality assurance.
  • Legal expertise is currently organized in various places within the organization.
  • An important part of the assignment is to map the legal chain and to propose how to organize it more efficiently and effectively, including the further professionalization of the legal function.
  • Key components include strengthening professional ownership, improving coordination within legal processes and chains, and reducing dependence on individuals.
  • In addition to this assignment, regular issues within Legal Affairs include the quality and predictability of advice, workload distribution and prioritization, and mutual coordination and collaboration with other departments.
  • Legal Affairs is temporarily managed by two team leaders; this assignment concerns the clusters 'legal advice' (1st and 2nd line) and 'insurance & liability'.

What you do

  • Lead approximately 15 legal professionals.
  • Be responsible for daily management and personnel issues.
  • Bring structure and calm to the team through clear work distribution and prioritization.
  • Support professionals in organizing their work and mutual coordination.
  • Stimulate ownership, collaboration, and professional responsibility.
  • Contribute to strengthening the quality, collaboration, and predictability of advice.
  • In collaboration with relevant stakeholders, based on a clear analysis of the current fragmentation of legal expertise, propose how to improve the legal chain.
  • Ensure the further professionalization of the legal function.
  • Examine the positioning of legal expertise within the organization.
  • Examine the collaboration between legal clusters and organizational units.
  • Examine the setup and integration of legal support within processes and chains.
  • Examine differences in working methods, quality, and advice.
  • Examine ownership and quality assurance.
  • Examine possibilities to further strengthen collaboration, predictability, and professionalism.
  • The goal is to arrive at a concrete and supported proposal for the further organization and positioning of the legal function, fitting the organizational development and the vision on business operations & control.

  • A strong leader with extensive experience in similar change assignments in the legal domain.
  • Accustomed to managing legal professionals in a complex environment.
  • Understands the dynamics of professional and content-driven teams.
  • Can provide direction without taking over all content themselves.
  • Brings structure and clarity.
  • Dares to make choices and express expectations.
  • Can deal with resistance and divergent interests.
  • Knows how to create movement in an environment where change and professionalization are needed.
  • Experience within a legal context is important, but a purely content-driven specialist is explicitly not sought.
  • Helps professionals to sustainably organize responsibility, collaboration, and quality.
  • Able to realize a change assignment based on broad support.

  • Demonstrable completed education at a minimum of WO (university) level.
  • Minimum of 3 years demonstrable work experience in the past 10 years as a manager within a government institution.
  • Demonstrable work experience with change, professionalization, or development assignments within organizations, with concrete examples in work experience.
  • Demonstrable work experience with providing legal advice, with concrete examples in work experience.
  • A short personal motivation on how movement was created in previous change assignments.
