Policy Officer Permit Supervision and Enforcement

As a Policy Officer Permit Supervision and Enforcement (VTH), you will work with colleagues on the implementation of the tasks of a water management organization. You will annually prepare the legally required and board-requested Supervision and Enforcement Implementation Program (THUP). You will also ensure a risk-driven and integrated approach to supervision and enforcement, tailored to the needs of our substantive programs and aligned with the enforcement strategies of our partners.

You will shape and define the enforcement task within the Environmental Act (Omgevingswet) and work on policy and quality criteria in the field of Permitting, Supervision, and Enforcement (VTH). Finally, you will work on improving the VTH process. All of this is done in close consultation with direct team colleagues, the process owner, and other colleagues who influence or need to be involved in the mentioned task areas.

Contacts with administrators and other organizations, including other water management organizations, are part of this role.

What you will do.

  • You will annually prepare the THUP (Supervision and Enforcement Implementation Program) and an annual report.
  • You will ensure a risk-driven and integrated approach to supervision and enforcement.
  • You will seek improvements in the VTH process.
  • You will draft policy documents and contribute to policy documents from others where enforcement plays a role.
  • You will inventory and analyze developments and relevant research, assess their importance, and translate them into enforcement policy.
  • You will prepare notes, reports, policy memorandums, and advice.
  • You will participate in internal and external working groups on policy development and coordination.
  • You will contribute to policy evaluation and advise on policy adjustments.
  • You will participate in consultations with (regional) representatives of other governments on the coordination of policy implementation.
  • You will translate established policy into regulations, guidelines, and management instruments.
  • You will provide key data for budget monitoring, budgeting, and multi-year estimates, prepare explanations for the budget, and contribute to management reports.
  • You will inform third parties about the policy, implementation projects, or execution carried out by the organization.

What they ask

  • Knowledge of and experience with supervision, enforcement, and relevant laws/regulations from the Environmental Act (Omgevingswet), the Decree on Environmental Activities (Besluit Activiteiten Leefomgeving - BAL), the Soil Quality Decree (Besluit Bodemkwaliteit), and the Water Board Regulation.

Profile

  • Completed HBO (higher professional education) with relevant work experience.
  • Insight into administrative relations, decision-making processes, political and social sensitivities, and the ability to handle them well.
  • Skilled in analyzing (policy) developments and drafting policy memorandums, advice, and reports.
  • Capacity to translate national and regional developments into the context of a water management organization.
  • Organizational and coordinating skills.
  • Proactive attitude and ability to set priorities.
