Data Governance Consultant
A government organization is working on sustainably organizing, maintaining, and utilizing information. Data-driven work is an important development path in this regard. The organization aims for a coherent production practice in which data strategy, architecture, information provision, data products, information products, metadata, dossiers, processes, roles, and technical facilities are demonstrably linked to each other.
The assignment is at the intersection of strategy, architecture, business and information analysis, data governance, data quality, and implementation preparation. An important point of attention is the tension and interaction between central frameworks and decentralized execution. The consultant explicitly addresses this tension and translates it into actionable agreements, decision points, and quality conditions.
What you will do.
- Perform and document a GAP analysis between the current production practice and the established data strategy and architectures
- Analyze information chains, central and decentralized information flows, bottlenecks, dependencies, and improvement opportunities
- Guide existing architectures towards formal approval and process adjustments based on evolving insights
- Contribute to the development and realization of additional architectures
- Content review, co-draft, and keep a Business Implementation Plan up-to-date
- Establish and document an architectural framework for the coherence between metadata, data products, information products, dossiers, processes
- Coordinate the architectural framework with architects
- Define and document quality and setup conditions for data input towards a data platform and data catalog
- Translate conditions into verifiable standards, responsibilities, decision points, monitoring, and a PDCA improvement cycle
- Facilitate workshops and decision-making with business, management, architects, product owners, and technical specialists
- Identify and escalate risks, inconsistencies, dependencies, and missing ownership
- Understand and secure data processes on a data platform
- Support and advise Product Owners
- Develop and advise on functional designs for data products
- Deliver clear advice and working documents directly usable for decision-making and implementation
Profile
You support the program in analyzing, concretizing, and anchoring the data-driven work approach. You connect the established data strategy, architectures, the current production practice, and business implementation. You will work under the substantive direction of the program architect and in close collaboration with the Solutions Architect, program management, business implementation, data and information professionals, product owners, management, IT, and business representatives.
The candidate is expected to quickly gain an overview, build on already made choices and agreements, and at the same time independently manage planning, quality, supplier management, migration, decision-making, and transfer to operations.

- Minimum of a demonstrable HBO (higher professional education) diploma
- Minimum of seven (7) years of demonstrable work experience as an advisor, business/information analyst, or data governance consultant within complex data and information provision projects
- Minimum of three (3) years of demonstrable work experience with data governance and data quality, including metadata, data ownership, quality criteria and responsibilities, and data quality assurance within data platforms and pipelines, process setup, and advising on roles and responsibilities
- Minimum of three (3) years of demonstrable work experience with business and information analysis, including performing GAP analyses and analyzing the coherence between processes, data, and information products
- Demonstrable three (3) years of work experience with interpreting and applying solution or target architectures
- Certificate of Conduct (VOGnp) with screening profile 11 and 12, supplemented with relevant risk areas such as money, services, business transactions, and/or managing an organization
Wishes.
- Experience within a government organization, preferably a province, municipality, water board, or national government
- Experience with data governance, data quality, data ownership, metadata, and data catalogs
- Experience with data & analytics architecture, data logistics architecture and principles (e.g., Databricks and Power BI)
- Experience with business and information analysis, GAP analyses, and information chains
- Experience with analyzing, interpreting, and applying target architectures, program architectures, and solution architectures
- Experience with drafting, guiding, or updating architectures
- Experience with data warehouse, data lake, data platform, and business intelligence environments
- Experience with connecting source data, metadata, data products, information products, dossiers, and management information
- Experience with supporting Product Owners, for example through relevant certification
- Experience with data quality assurance in operational data chains and with exploring AI applications in process optimization
- Experience with implementation plans within data and information provision projects
- Experience with connecting central frameworks and decentralized implementation practice
- Experience with facilitating decision-making and collaboration between business, architecture, data organization, IT, management
