There is room for two enthusiastic permit officers at the start of their careers within the Environmental Requests team of a government organization.
- Work experience is not necessary; career changers are also welcome.

- The work starts with simple permits, such as tree felling permits or applications for dormer windows, and is gradually expanded.
- After approximately one month, an onboarding program begins for answering questions via phone and email, similar to a customer contact service.

- Candidates must be resilient, not take things personally, remain professional in difficult situations, and be able to handle multiple questions and permits simultaneously and diligently within legal deadlines.
- For strengthening in the field of digitalization and legal procedures, preference is given to candidates with a legal background and an affinity for AI.
- One of the two candidates will have the opportunity to further delve into the application of AI products (text generation, data analysis, process optimization) in a pioneering phase.
- A suitable personal development program is expected, tailored to the needs of a starter or career changer, including training in Elementary Building Construction (Elementaire Bouwkunde) and ABW 1.
- This involves a secondment-to-permanent contract construction, where the candidate can be employed by the organization free of charge after one year.
What you do
- Be responsible for the process and content of various environmental requests, including questions, notifications, preliminary consultations, and environmental permits.
- Examples of requests include construction activities, tree felling, modifying monuments, and environmental activities.
- The role is shifting from assessing against closed norms to motivating and applying open norms, which requires spatial insight and the ability to clearly, verifiably, and lawfully substantiate the impact of an application.
- Legal handling of objections:
- Engage with objectors and seek a solution.
- Independently draft statements of defense.
- Represent the organization during hearings.
- Formulate the final decision on the objection after advice from the objection committee.
- Specific tasks:
- Answering questions via phone and email.
- Handling environmental requests.
- Assessing requests against current laws and regulations (Environmental Plan, Living Environment Ordinance, Decree on Building Works Living Environment).
- Requesting and processing advice from internal and external advisors.
- Discussing various interests at a dialogue table.
- Advising residents and entrepreneurs orally and in writing on activities, permit-free construction, and other questions.

- HBO (higher professional education) work and thinking level, preferably with a legal or spatial planning specialization.
- Takes the lead and focuses on 'how it can be done'.
- Generalist, can easily switch between different topics and has a sense of administrative and political relations.
- Remains professional, calm, and customer-focused in conflict situations.
- Takes initiative and responsibility, combined with empathy.
- Strong analytical skills and able to clearly translate legal information into statements of defense and objection decisions.
- Communicatively skilled, enjoys collaboration, and can clearly substantiate arguments.
- Digitally skilled and has an affinity for modern technology and AI.
- Interested in the possibilities of effectively and responsibly using AI tools to improve processes and texts.
- Curious and willing to delve into vocational training such as Elementary Building Construction and Civil Servant Building and Housing Supervision I.
