Policy Advisor Newcomers and Social Base
A growing government organization collaborates with residents and partners on societal challenges. Within the social domain, the focus is on coherent, accessible, and implementable policy, with a strong connection between policy, implementation, and social partners. The organization is working on two interconnected policy assignments: the further development of policy for newcomers and the continued development of the social base. For both assignments, temporary additional policy capacity is needed.
The assignment requires a tactical policy advisor who organizes complex information, connects involved parties, and translates analyses into concrete, administratively usable, and implementable products.
What you do
The contractor carries out a combined assignment in the policy areas of newcomers and the social base. The following results will be achieved: Newcomers.
- Updating and further elaborating the policy for newcomers, with attention to coherence between policy and implementation.
- Analyzing national, regional, and local developments and translating them into consequences, choices, and action perspectives for the organization.
- Preparing official and administrative advice and, where necessary, drafting policy notes, proposals, process documents, and implementation agreements.
- Coordinating with internal colleagues and external partners and contributing to clear roles, responsibilities, and working agreements.
- Delivering a transferable file with an up-to-date overview of decisions, actions, risks, and next steps.
Social base.
- Further elaborating the continued development of the social base subsidy scheme, in conjunction with the General Subsidy Regulation and the substantive policy objectives.
- Developing a vision, assessment framework, and possible system for multi-year subsidization, including conditions and selection criteria.
- Improving the assessment procedure, with attention to objectivity, consistency, transparency, understandable criteria, and a clear role for account managers.
- Strengthening the link between policy objectives, the objectives-efforts-networks, eligible activities, and an appropriate accountability framework for output and outcome.
- Developing an action perspective for handling objections when the subsidy ceiling is reached.
- Exploring whether the current funding model remains suitable for both large structural subsidy partners and smaller initiatives, including the relationship between subsidy and procurement.
- Ensuring that proposals remain understandable, accessible, and implementable for both the organization and applicants.
Intended results.
- A supported plan of approach with phasing, milestones, stakeholders, and decision-making moments for both policy areas.
- Concrete policy products for the newcomer assignment, aligned with current administrative and official needs.
- An elaborated proposal for the further development of subsidization within the social base, including choices for the short and long term.
- Practical proposals for a uniform assessment and accountability method.
- A clear final report and handover with achieved results, open points, risks, and recommendations.
The contractor is responsible for the substantive preparation, analysis, coordination, and delivery of the agreed products. Decision-making and formal powers remain with the organization. The assignment is carried out in close collaboration with the program manager/department head, involved policy advisors, account managers, the subsidy desk, legal affairs, finance, and relevant implementation and cooperation partners.
This is an embedded function with side-by-side activities under leadership and supervision and continuous core activities of the organization.

- Demonstrable completed education at a minimum of HBO bachelor level.
- Minimum 1 year of demonstrable work experience as a policy advisor at a government institution.
- Demonstrable work experience with policy development within the social domain.
- Demonstrable work experience with drafting administrative advice and policy documents.
- Demonstrable work experience with collaboration between policy, implementation, and external partners.
Preferences.
- Demonstrable completed education at a minimum of WO bachelor level.
- Minimum 1 year of demonstrable work experience with subsidies, subsidy schemes, subsidy assessment, and/or subsidy issues.
- Minimum 1 year of demonstrable work experience with policy for newcomers, integration, participation, and/or related policy areas.
- Minimum 1 year of demonstrable work experience with translating analysis into concrete policy products, work processes, and/or implementation plans.
- Minimum 1 year of demonstrable work experience with administrative and official advice in a multi-stakeholder environment.
- Minimum 2 years of demonstrable work experience within the social domain at a government organization.
