Strategic Spatial Planning Advisor
A government organization is looking for a strategic spatial planning advisor to connect societal challenges, administrative choices, and spatial developments at local, regional, and metropolitan levels. You translate developments into strategic choices and bring opportunities, risks, and dilemmas to the attention of the administration and the organization in a timely manner. You actively build and maintain a relevant network within the organization and in the region.
What you will do.
- Provide direction for spatial and societal transitions, such as housing construction, climate adaptation, energy transition, and mobility, considering long-term developments.
- Monitor the balance between living, working, facilities, accessibility, and quality of life in housing development projects.
- Seek opportunities to use spatial developments as an accelerator for societal challenges and ambitions.
- Follow national, provincial, and regional developments and translate their significance into the interests and ambitions of the organization.
- Contribute to a strong positioning of the region within collaborative partnerships.
- Identify opportunities and risks, such as grid congestion, and convert them into concrete actions.
- Develop strategic assessment frameworks or organize lobbying efforts with regional partners.
- Ensure alignment between strategy, policy, and implementation for feasible and future-proof plans.
- Promote the Environmental Vision (Omgevingsvisie) and translate regional tasks and strategies into spatial planning issues.
- Collaborate on integrated spatial visions at area, zone, and city levels.
- Monitor spatial quality and liveability towards implementation.
- Take the lead in advising on integrated spatial planning issues, incorporating expert advice and research results.
- Strengthen regional cooperation, safeguard municipal interests, and support administrative decision-making.
- Participate in official and administrative regional consultations, workshops, and meetings.
- Represent the sub-region in regional partnerships and prepare the agenda for management and administration in these forums.
- Be part of the internal strategists' network, establish necessary connections, and contribute to the development and implementation of the multi-year agenda.
What they ask
- Completed HBO or university education, for example in spatial planning or urban planning.
- Minimum of six years of strategic work experience within the spatial domain.
- Knowledge of the Environmental Act (Omgevingswet) and current spatial challenges.
- Strong analytical skills and the ability to approach complex issues integrally.
- A connecting and results-oriented work style.
- Excellent oral and written advisory skills.
- Understanding of the dynamics of political-administrative decision-making and the ability to bring different interests together.
- Take initiative on current strategic spatial themes and transitions (climate resilience, mobility, health, energy transition).
- Identify trends and developments.
- Connect sectoral policy to integrated tasks and advise on this.
