Financial Advisor Internal and External Services
A public organization is temporarily seeking external financial expertise for advice within the domain of internal and external services. There is a need for an independent financial advisor who analyzes financial issues, interprets financial developments, and supports budget holders and team leaders with concrete financial advice. The emphasis is on clarifying financial consequences, risks, scenarios, and courses of action.
The assignment focuses on financial advice for teams such as the Customer Contact Center (KCC), Permits, Supervision and Enforcement (VTH), and the Registry. The deployment is temporary to have external expertise available for a limited period and to achieve the agreed advisory results.
What you do
- Independently analyze, interpret, and advise on financial issues within the mentioned teams.
- Translate financial developments into concrete insights, risks, scenarios, and courses of action for budget holders and team leaders.
- Connect financial information with substantive and organizational developments within the services and clarify the financial effects arising therefrom.
- Advise budget holders and team leaders of KCC, VTH, and the Registry on financial issues within their area of responsibility.
- Analyze deviations between budget, forecast, and realization.
- Identify financial risks, opportunities, and points of attention.
- Clarify financial consequences of policy and organizational choices.
- Prepare financial analyses and scenarios.
- Advise on the financial feasibility and consequences of proposed developments.
- Map the financial consequences of developments in staffing and occupancy and advise on this from a financial perspective.
- Analyze relevant financial information within the assigned domain and translate it into usable management information.
- Provide an independent substantive contribution to relevant parts of the planning and control cycle (budget, interim reports, annual accounts, financial analyses, financial explanations, other P&C products).
- Analyze relevant developments within KCC, VTH, and the Registry and identify their financial consequences (e.g., changes in services, staffing, regulations, investments, processes, demand for services, organizational developments).
What they ask
- Minimum of a completed HBO bachelor's degree in Business Economics, Finance & Control, Accountancy, Public Administration, or similar.
- Minimum of 5 years of demonstrable work experience as a financial advisor.
- Minimum of 3 years of demonstrable experience in independently advising management, budget holders, and/or team leaders.
- Demonstrable experience with budgeting processes, financial reports, and annual accounts.
- Demonstrable knowledge of planning & control cycles.
Preferences.
- Demonstrable work experience within a municipal or public organization, including at least one comparable assignment within a public organization.
- Demonstrable work experience with financial analyses, including concrete experience with scenario research and providing advice.
- Demonstrable work experience with domain-specific advice within services, KCC, VTH, or Registry, or comparable domains.
- Demonstrable work experience with management and board advice within a public organization, including translating complex financial information into clear management or board advice.
