As a Purchaser, you are an indispensable link in the supply chain of a national defense organization. You operate in a complex and dynamic field where commercial, legal, and military interests converge. With your expertise, you ensure optimal stock levels, guaranteeing material readiness and enabling military personnel to perform their duties safely and effectively. Your main mission is to timely fulfill the need for equipment and services.
You delve into operational hectic and are primarily responsible for processing a large volume of purchase requests in SAP. This means you ensure that the stocks of spare parts in our depots are optimally filled and maintained. You go beyond mere operational handling; you proactively address process challenges and support complex and project-based tenders, both nationally and European.
What you will do.
- Analyze and process Requests for Order (ATB's) submitted via SAP and convert them into concrete purchase orders.
- Prepare tender processes: draw up tender requests, select suppliers, and draft agreements after award.
- Support project purchasers and contract managers in complex, project-based, and European tenders, including conducting market research.
- Monitor the execution of concluded agreements, track supplier performance, and take measures if contractual requirements are not met.
- Act as the central point of contact for internal stakeholders, such as assortment management, and for external suppliers regarding ongoing assignments.
- Participate in multidisciplinary teams where you safeguard commercial interests and ensure compliance with applicable laws and regulations.
- Ensure correct administrative processing of all data and contracts in the ERP systems (SAP) and the Purchasing tool.
Profile
You are an enthusiastic and decisive purchaser who likes to roll up their sleeves. You combine operational strength with a keen eye for the tactical and legal frameworks of the purchasing profession. You are stress-resistant, integer, and can work independently in an environment with sometimes conflicting interests.
Education and Knowledge.
- Completed MBO-4 education with demonstrable HBO working and thinking level, OR a completed relevant HBO education.
- Supplemented with NEVI 1 (Professional) AND 2 (Expert) or a comparable diploma.
- Knowledge of relevant procurement legislation, including specific legislation for defense and security.
Experience.
- Extensive and demonstrable experience with operational and tactical purchasing processes, preferably within the public sector.
- Demonstrable work experience with ERP systems; experience with SAP M&F is a strong plus.
- Experience with a digital purchasing tool, preferably Negometrix.
- Experience with purchasing within a logistics domain and insight into processes within a complex supply chain.

Practical
- A security screening (VGB) is part of the application process.
- It is necessary to have Dutch nationality.
- Providing a Certificate of Conduct (VOG) is a condition for appointment.
