Advisor Project Transfer, Management Requirements and Asset Information

You will work in a department responsible for the care of the infrastructure of a government organization. This department builds and manages roads, waterways, bridges, and locks, and ensures the realization of necessary infrastructural facilities and the required maintenance.
What you will do. The contractor will deliver the following products:
- An analysis of the existing situation, including an inventory of available documents such as client requirement specifications, standards and manuals, working methods and initiatives, and a description of the main differences, overlaps, and improvement opportunities.
- A uniform framework for management requirements and asset information, which defines:
- what requirements the management organization sets for assets, asset information, documentation, and data to be supplied;
- how these requirements are processed in both system-oriented contracts and demand specifications as well as RAW specifications;
- what information is needed for recording and management in the relevant asset management systems;
- the relationship with relevant standards and information models including IMBOR, NEN 2767, and the object structures and decompositions used within the organization.
- An elaboration for application within projects, including a proposal for principles regarding the structure of demand specifications, management requirements, and supporting annexes for projects.
- A process framework with process requirements for the collaboration between project and management, which specifies per project phase, type of change, and decision moment when management is involved, when review moments and stop-and-attend points are required, and when management involvement is not necessary.
- An acceptance framework for transfer to management, including review moments, quality criteria, acceptance conditions, requirements for asset information, requirements for processing in asset management systems, and how deviations are handled.
- A standard transfer dossier with an accompanying checklist, clearly describing which documents, data, and approvals are minimally required for transfer to management.
- An implementation and assurance advice, focused on the introduction and sustainable application of the developed working method within the department.
What they ask
- Demonstrable completed education at a minimum of HBO bachelor level in civil engineering, asset management, industrial engineering, or similar (describe why the education is similar).
- Minimum of 5 years of demonstrable work experience with systems engineering within the infrastructure sector, involving delivery, verification, validation, or transfer to management.
- Minimum of 3 years of demonstrable work experience with the transfer of infrastructural projects to management.
- Demonstrable work experience with carrying out assignments within a provincial, municipal, or public sector.
- Demonstrable work experience with asset management and asset information/information management within infrastructural projects and/or management organizations.
- Demonstrable work experience with asset information management, data structures, and the application and/or setup of asset management systems within infrastructural organizations.
