A fast-growing technology company, specializing in Global Health, is implementing a program to strengthen immunization coverage across seven health zones of a province in the Democratic Republic of the Congo (DRC). The program, supported by an international donor and in collaboration with a local partner, aims for a durable reduction in the number of zero-dose children. The program targets an increase of at least 10% in immunization coverage, covering approximately 2.3 million people and 80,000 births per year.
The company provides the program's digital layer and its monitoring expertise, including digital platforms for targeting, continuous activity monitoring, and payment verification, drawing on tools such as QR-coded vaccination cards and geolocated sessions.
What you will do.
- Act as a trusted advisor to clients and partners: identify their needs, shape the solution and vision, and define short- and medium-term roadmaps.
- Monitor the project from design to completion, including delivery of the final solution and capacity building.
- Oversee project implementation and ensure it achieves its objectives, while managing budgets, donor reporting, and contractual obligations.
- Navigate complex institutional and governance environments, engaging effectively with the implementing partner, ministries, subnational authorities, donors, and multiple stakeholders.
- Ensure the quality of deliverables and reports in collaboration with technical leads.
- Support the institutional anchoring of the project, in particular its integration into existing processes.
- Use and update project management tools.
- Develop a strong understanding of the organization's portfolio of technical solutions and the program's digital layer (geospatial targeting, specific platforms, QR-coded cards, GPS session tracking, etc.), including their architecture, capabilities, and limitations, and use it to guide design choices.
- Participate in continuous analysis of clients’ needs and advise on solutions to be implemented.
- Contribute to the analysis of monitoring data in order to reorient the operational strategy where needed.
- Coordinate with the technical team throughout the project to ensure deliverables meet requirements.
- Take part in functional testing and validation to ensure quality before delivery.
Profile
We are looking for an experienced project manager with a strong background in immunization and public health, ideally with knowledge of the DRC health system. The ideal candidate is able to take an analytical view of the program's results, assessing whether the tools deployed are effectively improving immunization coverage. A good understanding of digital health tools, along with an interest in the technical and quantitative dimensions of the work, is also important.

- At least 8 years of relevant professional experience in digital project management, ideally in international development or global health.
- Experience with immunization programs, ideally with the Expanded Programme on Immunization (EPI / PEV).
- Proven experience managing medium-to-large, multi-partner projects in a multicultural environment.
- Knowledge of the DRC health system and Ministry of Health, ideally of the relevant province and its health zones.
- Excellent oral and written communication skills in French and English (C1 level minimum required in both languages).
- Demonstrated analytical ability – comfortable interrogating monitoring data and results, and forming an independent, critical judgement on what is and isn't working.
Preferences.
- Experience in team coordination and capacity strengthening.
- Experience specifically with the EPI (PEV) in DRC, or in maternal and child health.
- Experience with performance-based financing (strategic purchasing / PBF).
- Knowledge of DHIS2 and health data management.
- Familiarity with the organization's specific tools (IASO, OpenHEXA) and BI tools (Superset, Tableau, Power BI).
- Familiarity with data collection tools (ODK, KoboToolbox).
- Notions of programming and of software development processes.
- Experience of collaboration in remote working settings, with teams based in DRC and internationally.
