Functional Administrator Civil Affairs
As a functional administrator for Civil Affairs, you ensure that thousands of residents can rely on reliable, efficient, and accessible services. Behind every declaration, every passport, and every registration in the BRP lies a series of applications, links, and work processes that must function daily and comply with legal requirements. You are the link that brings processes, applications, and users together.
With your direction, analytical ability, and eye for quality, you ensure that the systems within Civil Affairs function optimally and are continuously developed. The organization is looking for two new colleagues: a medior and a senior functional administrator.
What you will do.
- Setup, continuity, and further development of applications and processes within Civil Affairs, such as those for BRP, travel documents, driving licenses, civil status, elections, and digital counters.
- Resolving disruptions and primarily ensuring they do not recur: by improving the setup, carefully testing, and raising concerns in time.
- Translating work processes to systems, understanding what a change means for the counter employee, the citizen, and chain partners.
- Civil Affairs application management: managing the setup, authorizations, parameters, and reports of applications within Civil Affairs and maintaining documentation. Ensuring data quality and GDPR compliance.
- Incident, request, and change management: assessing, prioritizing, and coordinating reports and changes. Translating department wishes into change proposals and mapping consequences for users and the chain.
- Release management and acceptance testing: reviewing release notes, drawing up test scripts, coordinating user acceptance tests, and giving approval or disapproval. Reporting results and guiding implementation.
- Chain management towards suppliers: managing suppliers and SaaS service providers: monitoring agreements and steering on quality and lead time. Keeping test and acceptance environments up-to-date.
- Contributing to the connection to national facilities and chain partners.
- Attention to privacy, information security, and compliance (GDPR, BIO, BRP quality monitor, and ENSIA).
- Advising and further developing: identifying bottlenecks. If it concerns work processes, you present them with justification to the responsible team; if it concerns the application, you handle it yourself. Advising on use and further development, even if it means questioning an existing working method.
- Projects and management: playing an important role in migrations, implementations, and transitions to other suppliers, from initial inquiry to aftercare after go-live. Participating in project or Scrum teams and monitoring the functional aspect. Where necessary, addressing broader ICT questions: data linkages, conversions, and data analyses with SQL.
- Knowledge transfer and support: being the fixed point of contact for the department, colleagues, and chain partners, even when busy or complicated. Guiding less experienced administrators, sharing knowledge, and monitoring the quality of management: documentation, test approach, and authorization policy.

- Experience with Civil Affairs applications (e.g., Centric and/or Shift2).

- Knowledge of privacy and information security (GDPR and BIO) within a BRP environment.
Preferences.
- Experience with BiSL and ITIL, Agile or Scrum.
- Experience with SQL and data linkages.

- Experience with migration or supplier transition.
