Since 2025, the European Nature Restoration Regulation (NHV) has been in force, with a more stringent legal framework. The Netherlands must submit a national nature plan to Brussels by September 2027, outlining the implementation and objectives of the NHV. A government organization is systemically responsible, while decentralized authorities are responsible for implementation. The regulation affects the entire Dutch natural area and all spatial functions.
Given the potential impact and political sensitivity, thorough preparation and negotiation with the central government and other provinces are essential. This assignment involves the temporary replacement of a long-term sick employee.
What you do
- Ensure that the province provides its integral input to the central government for the Nature Plan within the framework of the NHV.
- Proactively involve the Provincial Executive and Provincial States (in accordance with motion 26M67).
- Develop an action plan on how to implement the Nature Plan after September 1, 2027.
- Responsible for writing and coordinating integral documents.
- Responsible for (official) coordination and contacts with relevant national organizations and the ministry.
- Contribute to progress reports for the board and the line organization.
- Translate agreements from the central government into the assignment.
- Propose solutions for bottlenecks and/or changing frameworks and circumstances.
- Establish and manage an integral project group.
- Be the primary point of contact for the NHV within and on behalf of the province.
- Be responsible for the results of the assignment.

- Good overview of spatial functions.
- Ability to delve into content and then maintain an overview to establish necessary connections.
- Ability to connect with national political dynamics and administrative dynamics.
- Ability to deal with a process that is still unpredictable and with changing frameworks.

- Minimum of a completed HBO (higher professional education) degree in Public Administration, Urban Planning, or a comparable field of study.
- Minimum of five years of demonstrable experience, gained between 2015 and the present, in the role of program manager, policy officer, strategic advisor, or a comparable role at or for a government organization.
- Experience with politically sensitive (complex) programs or projects requiring intense coordination and decision-making.
