A government organization is in the process of replacing its business operations and customer registration processes, as well as its entire legacy IT landscape. These applications serve various, adjacent primary systems. Six clusters of projects have been defined for this purpose, including ERP-Core, Sales Order Management, Customer Registration, Data Warehouse & Business Intelligence, Technology, and the phasing out of the old IT landscape. These projects are being realized in phases.
The program for replacing the core systems follows a combination of Prince2 principles and an agile approach, with clear products and deliverables, flexible planning, proactive risk management, and active stakeholder involvement. Continuous improvement is encouraged to adapt to changing needs.
What you will do.
- Perform quality audits and assessments to ensure projects comply with established standards and guidelines.
- Challenge and identify potential risks and bottlenecks in project plans and actively contribute to their resolution.
- Develop and implement quality control procedures and processes to improve the consistency and effectiveness of project deliverables.
- Collaborate with project managers, technical teams, and business stakeholders to understand and implement QC requirements.
- Report to project leaders and stakeholders on quality findings, performance, and project progress.
- Assess the quality and accuracy of processes (quality gates) and the final results of projects.
- Prepare documentation and advice as input for audits and ISO controls.
- Advise on the quality and accuracy of documentation, steering, and decision-making within ERP and CRM projects.

- You are hands-on and contribute to shaping and steering quality and controls within the project.
- You are a team player and provide solicited and unsolicited advice on quality improvements.
- You work carefully and extremely critically, with an eye for the consequences of your judgment.
- You are strong in analysis and can bridge the gap between IT and the organization, as well as between administrative and tactical working levels.
- You have a good understanding of administrative and/or political interests at play and take these into account in your communication.
- You are firm, can excellently substantiate findings, and possess the necessary substantive knowledge of projects.
- You will work with project teams, project managers, technical teams, and business stakeholders.
What they ask
- Fluent command of the Dutch language, both written and spoken.
- Minimum of a completed HBO degree in a relevant discipline and knowledge of communication, business administration, or public administration.
- Minimum of 5 years of experience as a quality advisor, IT auditor, project manager, IT controller, or IT manager.
- Extensive experience in strategic or tactical advising.
Preferences.
- Relevant and recent experience with IT-related change processes.
- Knowledge of CRM implementations or ERP programs is a recommendation.
- Relevant experience as a quality advisor, IT auditor, project manager, IT controller, or IT manager, preferably for CRM implementations within (semi-)governmental organizations with executive tasks and a diverse stakeholder field.
- Knowledge of various control methodologies such as Prince2 and working according to a Scrum/Agile approach.
- Knowledge of project management methodologies and quality standards such as ISO 9001.
