What you do
The objective of this assignment is to carry out an exploratory and advisory phase that leads to a clear scope, a minimal set of indicators, and an integrated recommendation for the development of a regional basic liveability dashboard.
- Map the needs of the involved organizations.
- Research available data sources and existing dashboards.
- Advise on the setup, management, and further development of a regional dashboard.
- Set up and guide a regional working group with representatives from the participating organizations.
- Inventory the information needs of organizations regarding liveability.
- Research steering information and action perspectives required for policy-making, area-oriented work, and administration.
- Inventory existing dashboards, monitors, and similar applications within organizations and elsewhere.
- Map available data sources, datasets, and relevant external information sources.
- Assess the usability, availability, quality, and timeliness of available data.
- Jointly determine the minimal scope of the liveability theme.
- Formulate an initial regional indicator set for liveability.
- Advise on the most suitable form for a basic dashboard.
- Advise on management, ownership, updating, and governance of data and the dashboard.
- Prepare a development recommendation for the realization of phase 2 (phase 2 itself is outside the scope of this assignment).
- Explicitly involve the coherence with the development of regional methodologies for liveability agendas in the execution of the assignment.
Results. The assignment will result in at least the following outcomes:
- A defined scope for the liveability theme.
- A regional minimal set of liveability indicators.
- An overview of available and missing data sources.
- An inventory of existing dashboards, monitors, and relevant national initiatives.
- An analysis of the steering needs of organizations.
- An analysis of wishes and possibilities regarding data disclosure, management, and use.
- An advice for the development of a regional basic dashboard.
- A proposal for governance, ownership, management, maintenance, and updating.
- An advice for the setup of phase 2 (dashboard realization), including preconditions, required expertise, and next steps.
- A politically and administratively supported final report.
Upon completion of the assignment, the participating organizations will have a jointly supported basis for the further development of a liveability dashboard, and the substantive, organizational, and technical preconditions for realization will be made clear.
