Environmental Manager
This assignment involves environmental management for a civil engineering project. The environmental manager maps the environment, identifies stakeholders, their interests, and sensitivities. You will organize information meetings, take formal consultation procedures into account, and ensure that objections and wishes from local residents are documented and reported back to the project organization.
During implementation, environmental management primarily rests with the executing party, with limited support from the client.
What you do
- Map the environment: stakeholders, interests, and sensitivities.
- Organize and guide information and participation activities and formal consultation procedures.
- Document objections, wishes, and structural surveys, and report back to the project organization and residents.
- Set up and manage a process for handling damages and complaints.
- Act as an escalation and contact point for implementation when local disputes are not resolved by the executing party.
- Prepare stakeholder analyses and environmental management plans.
- Directly coordinate activities and plans with specific entrepreneurs.
- Draft agreements for temporary use of plots for access.
- Share reports from structural surveys with residents; conduct home visits following surveys of revetments and plot bridges.
- Inform the environment about test setups.
- Set up the process for handling damages and and organize information meetings.
- Coordinate BLVC (Accessibility, Liveability, Safety, Communication) and nuisance topics with executing parties.
- Perform expectation management regarding compensation and maintenance; conduct discussions with owners about the maintenance of private properties.
- Execute and monitor the reporting procedure for damage handling.
- Monitor complaint handling and cost handling by the executing party; fulfill an escalation role if necessary.
Result. The contractor delivers a complete and transferable environmental management file for the project, including a stakeholder analysis, environmental management plan, participation report, communication and coordination registration, and an established process for damage and complaint handling, so that the client and executing parties can further implement and complete the project.
Profile
The environmental manager works independently, coordinates with team members and the client if necessary, and delivers the final product without hierarchical direction or dependence on the team. There is freedom in the working method and planning, provided the final result is delivered according to the assignment and on time. The environmental manager is not embedded in the line organization and does not replace an employee.
The activities are carried out independently, with the client only assessing the final result. There is no direction on the process, but solely an assessment of the agreed-upon results. The contractor monitors and organizes their own deployment, resources, and planning.

- Demonstrable completed education at a minimum of HBO bachelor level.
- Minimum of 5 years demonstrable work experience as an environmental manager within civil engineering/GWW projects.
- Demonstrable work experience with environmental management during both the preparation and implementation phases of infrastructure projects.
- Demonstrable work experience with stakeholder management towards residents, entrepreneurs, and other interested parties.
- Demonstrable work experience with damage handling, complaint management, and resident communication within GWW projects.
Preferences.
- Demonstrable work experience as an environmental manager in infrastructure projects involving road reconstructions, bridges, revetments, or cycling infrastructure.
- Demonstrable work experience with resident participation, information meetings, entrepreneur consultations, and handling objections within GWW projects.
- Demonstrable work experience with BLVC processes during the execution of civil engineering projects.
- Demonstrable work experience with damage procedures, structural surveys, complaint handling, and/or escalations between the executing party and interested parties.
