Quartermaster Program Manager Youth Care

• Translate reform agendas into a concrete implementation agenda.
• Realize the first phase of this transformation, including implementation, monitoring, and administrative alignment.
• Strengthen the tactical and strategic capacity of the implementing organization.
• Coordinate and align within the regional collaboration.
• Elaborate on focus points into concrete annual goals, interventions, roles, tasks, and funding.
• Elaborate on tasks such as procurement of light forms of youth care, future scenario for child and family protection, collaboration in care and safety, and connection between education, welfare, and care.
• Translate change narratives into concrete actions and interventions.
• Initial setup of a monitoring system.
• Clarify required roles, competencies, and capacity, and translate this into the structure of the implementing organization.
• Create preconditions for learning, experimenting, and adjustment within the implementation practice.
• Initiate and guide the movement towards working differently.
• Organize iterative workshops and realize concrete interventions.
• Stimulate a learning approach.
• Elaborate on the governance structure and advise on the fulfillment of key roles.
• Contribute to steering within the organization.
• Develop a monitoring system and set up a reporting structure.
• Periodically provide insight into progress and risks.
• Set up monitoring as a steering instrument for both implementation and administrative decision-making.
• Prepare decision-making and deliver an implementation plan.
• Organize dialogue moments, evaluation document, and advice for the follow-up phase.
• Secure the working method.
• Coordinate and organize alignment within the regional youth care region.
• Prepare for the transition to a joint arrangement.

• Prepare decision-making and positioning of the local governments within the joint arrangement.
