Physical Security Project Manager
An organization responsible for vital infrastructure (water management) must demonstrably have, maintain, and secure the physical security of its locations and critical facilities. Security plans and an overarching Plan of Approach have been drawn up; the phase from planning to execution has now begun. The project team is set up to realize and secure the physical security of the main office and 7 critical assets in accordance with the normative framework and the OBW principles (Design, Existence, Operation).
What you do
As a project manager, you are responsible for the integral execution of the project and for realizing the objectives within the agreed scope, time, budget, and quality. You ensure progress and control: the project must be able to deliver quickly, but demonstrably and verifiably, fitting within OBW.
- Integral planning and progress monitoring (milestones, dependencies, capacity)
- Establishing and monitoring deliverable planning and quality requirements
- Organizing decision-making, including preparing steering committee decisions and escalations
- Coordinating work streams (technology, management, procurement) and monitoring coherence
- Actively managing risks, issues, actions, and change control (scope control)
- Ensuring OBW demonstrability: document structure, audit trail, decision registration, and evidence per phase/layer
- Providing reports (progress, risks, budget indications, decision points) to the steering committee
- Monitoring coherence with a broader resilience program, where digital and social components are inextricably linked to physical security
You provide daily guidance to a quartermaster, the realization team (technical specialist and director), and supporting roles (procurement and contract manager, IT architect, and security officer). You prepare the steering committee decisions and the Go/No-Go moments.
Profile
You are connecting, decisive, and able to switch between administrative, tactical, and operational levels. In addition, you are results-oriented with an eye for control, quality, and support within the organization.
What they ask
- Minimum 3 years of demonstrable work experience with projects in physical security and/or vital infrastructure in the public sector in a leading or managing project role
- Minimum 3 years of demonstrable work experience with the realization of organizational, structural, and electronic security measures
- Demonstrably familiar with OBW demonstrability and relevant frameworks: Wwke, CSIR, BIO2, NIS2, ISO 27002, and AVG, demonstrable through work with these frameworks in previous projects
Preferences.
- Demonstrable work experience with other water managers or the national government
- Demonstrable knowledge and/or work experience of project management methodologies and GROTIK management (Money, Risks, Organization, Time, Information, Quality)
- Demonstrable work experience with successful European tenders
- A demonstrable completed education at a minimum of HBO bachelor level
