Environmental Permit Grant Officer

This role is part of a Permits, Supervision, and Enforcement (VTH) department within a governmental organization. This department primarily deals with enforcement, supervision, and permit granting in the physical living environment. Due to a shift in focus towards a major housing development task, there is a temporary need for an experienced senior environmental permit officer.

The assignment focuses on a combination of substantive permit granting, progress monitoring, prioritization, and coordination within the permit process.

What you will do.

  • You will independently handle complex permit applications and principle requests.
  • You will carefully assess applications and monitor procedural progress.
  • You will ensure a sound legal and spatial balance.
  • You will practically apply knowledge of the Environmental Act (Omgevingswet) in municipal practice.
  • You will focus on enabling initiatives within the applicable frameworks.
  • You will perform coordinating activities within the Permit Granting team.
  • You will coordinate progress, prioritization, workload, and process approach.
  • You will monitor the progress of ongoing applications and identify bottlenecks.
  • You will ensure alignment with colleagues, advisors, and other involved disciplines.
  • You will help maintain an overview of workload and deadlines.
  • You will contribute to prioritization and a consistent and efficient working method.
  • This is explicitly not a formal leadership role, but rather process management and support.

What they ask

  • Minimum 3 years of demonstrable work experience as an environmental permit officer within a municipal organization.
  • Minimum 5 years of demonstrable legal work experience in the past 7 years within the physical domain.
  • Agreement with the stipulated secondment conditions.
  • Possession of own mobile phone including subscription and laptop for business contacts.

Preferences.

  • Completed education at a minimum of HBO bachelor level in the field of law, spatial administrative law, or urban planning.
  • Demonstrable work experience with independently handling complex permit applications and/or principle requests within environmental law.
  • Current knowledge of the Environmental Act (Omgevingswet), environmental law, and/or urban planning and its application in municipal practice.
  • Demonstrable work experience with coordinating permit processes, work distribution, progress monitoring, prioritization, or process alignment within a municipal VTH environment.
  • Demonstrable work experience with advising the College, portfolio holder, or administrative decision-making.
  • Demonstrable legal work experience within the physical domain.
