Program Manager societal resilience

This assignment focuses on strengthening the societal resilience of a government organization. You will have the opportunity to develop a new programmatic approach that has a lasting impact on the resilience of residents, partners, and the organization. You will lay the foundation upon which the organization can build in the coming years.

What you will do.

  • Develop an integrated approach for societal resilience.
  • Map existing initiatives and measures contributing to resilience.
  • Connect the theme and developed measures to the crisis organization.
  • Strengthen the self-reliance and collective resilience of residents, social organizations, volunteer networks, and businesses.
  • Map existing networks and stimulate cooperation between the government, professional partners, and society.
  • Coordinate the approach to the continuity of critical processes and identify vulnerabilities, dependencies, and risks.
  • Develop proposals to further strengthen business continuity.
  • Collaborate with the crisis organization for the development of measures and contacts with the safety region.

Deliverables.

  • Baseline measurement of societal resilience: a complete and structured overview of all existing initiatives, networks, measures, risks, and gaps, including a visual summary.
  • Risk and vulnerability analysis: an integrated risk profile with vulnerabilities, dependencies, scenarios, and concrete courses of action.
  • Integrated program plan: a complete program plan with objectives, pillars, measures, governance, monitoring, and coherence.
  • Implementation agenda with priorities: an agenda with clear priorities, planning, milestones, responsibilities, and required capacity.
  • Organized administrative decision-making: prepared and guided administrative decision-making, including college and management documents.
  • Strategic advice: advised management and board on direction, choices, risks, governance, and regional agreements.
  • Financial estimates and scenarios: prepared multi-year financial estimates and scenarios, including cost-benefit analysis and investment proposals.
  • Internal & external communication strategy: developed a communication and participation strategy for residents, partners, volunteer networks, and internal organization.
  • Network development: built and activated a broad network, including structural consultation forms and cooperation agreements.
  • Program organization established: established a program organization with roles, disciplines, and work processes.

What they ask

  • Minimum of 3 years demonstrable work experience as a program manager, quartermaster, or strategic advisor within the public domain.
  • Demonstrably completed education at a minimum of HBO bachelor level.
  • Demonstrable work experience with safety issues, crisis management, business continuity, and/or societal resilience.
  • Must bring your own mobile phone with subscription and a laptop (no iPad).

Preferences.

  • Minimum of 3 years demonstrable work experience as a program manager, quartermaster, or strategic advisor with programs or projects focused on societal resilience, crisis management, continuity, and/or safety within a government organization.
  • Demonstrable work experience as a program manager in developing integrated programs, implementation agendas, and prioritization.
  • Demonstrable work experience with baseline measurements, risk analyses, vulnerabilities, and development opportunities within the safety domain.
  • Demonstrable work experience as a program manager in connecting societal partners, safety region, internal organization, and volunteer networks.
  • Demonstrable experience with strategic advice to management and board in the field of societal resilience.
  • Personal motivation of maximum 500 words.
