HR Project Leader Strategic Workforce Planning (SWP)

A government organization is launching a comprehensive and urgent Strategic Workforce Planning (SWP) project.

  • The goal is to gain insight into the development of work within the organization and what this means for personnel, functions, staffing, and required knowledge and skills.
  • The impact of AI, robotization, and digitalization is explicitly considered.
  • For each team, it must be clear what these developments mean for future work.
  • This is not a supportive or junior project leader role.

What you will do.

  • Responsible for the complete project-based approach to SWP.
  • Drawing up the project plan and plan of approach.
  • Dividing the project into clear phases, results, and deadlines.
  • Setting up the project organization and managing progress, quality, and results.
  • Organizing analyses, workshops, and discussions with teams and management.
  • Mapping the current and future personnel situation per team.
  • Analyzing the impact of AI, robotization, and other developments on work.
  • Translating the outcomes into concrete HR challenges and advice.
  • Involving management and the board in the approach, progress, choices, and results.
  • Managing any external agencies and other stakeholders.
  • Identifying bottlenecks and making autonomous adjustments.
  • Ensuring that the results are actually implemented and secured.
  • Other HR projects may become part of the assignment.
  • Close collaboration with the strategic HR advisor.
  • The division of roles is clear: Strategic HR advisor for strategic frameworks and policy development; HR Project Leader for project plan, execution, coordination, stakeholder management, progress, and implementation.
  • You are the connecting link between strategy and execution.

What they ask

  • Minimum of 5 years of relevant experience within HRM and/or organizational development.
  • Demonstrable experience with Strategic Workforce Planning.
  • Demonstrable experience with independently leading complex HR/organizational projects.
  • Experience with drafting and presenting project plans to management and/or the board.
  • Ability to translate a complex assignment into a concrete approach, planning, and results.
  • Accustomed to independently managing various stakeholders.
  • Ability to provide substantive advice and actually organize the execution.
  • Available for at least 3 days per week.
  • Sufficient experience to independently draw up a project plan, present it to management/board, and involve the organization in its implementation.
  • Not a candidate who has primarily gained experience under the guidance of a senior project leader.

Profile

  • A robust, experienced HR project leader who is strong both substantively and project-wise.
  • Having a clear opinion and daring to express it.
  • Independently taking the lead.
  • Not waiting, but seeing what is needed.
  • Easily switching between content, project management, and different interests.
  • Robust enough to advise management and the board and, if necessary, provide counter-arguments.
  • A passive or exclusively executive project leader is not suitable for this assignment.
