Advisor Project Leader

Conducting research and managing a pilot project on second homes within a municipal organization.

• The goal is to gain insight into the use of regular homes as second homes, which may be withdrawn from the housing stock.
• Assessing the adequacy of existing policies and regulations.
• Determining whether adjustments or new regulations are necessary.
• Supporting the organization in making well-considered choices and preparing appropriate policy and enforcement measures.

What you will do.

• Collect and study existing zoning plans, regulations, and policy documents regarding housing use.
• Advise on the necessity of adapting or drafting new regulations.
• Develop an action plan for inspections of homes where no one is registered in the municipal basic administration.
• Manage the execution of inspections by supervisors to determine if registered persons actually reside at the address.
• Inventory signals from the environment and concerned residents.
• Prepare interim progress reports for portfolio holders and the council.
• Prepare an enforcement action plan, aligned with the findings from the pilot.
• Deliver a final report, including a proposed regulation and action plan, for decision-making.
• Present findings to the board/council.

What they ask

• Experience as a lawyer and/or policy advisor in the VTH and/or Housing domain.
• Experience in managing a project.
• Relevant education in environmental law and/or public housing.

Preferences.

• Experience in giving presentations to the board/council.
• Experience in project-based work.
• Knowledge and experience in the field of second home issues.
