Program Manager Cybersecurity Act
This assignment concerns the recruitment of a content-expert Program Manager for a change program. The program has an organization-wide scope and includes the faculties, institutes, and services of an educational institution. Preparatory work has already been carried out, and a provisional project portfolio for the implementation of the act is available. This project portfolio must be further validated, refined, and prioritized.
The coherence and dependencies between the projects and measures, the multi-year planning, the required capacity and resources, and the administrative steering must also be further elaborated. You play a crucial role in safeguarding digital resilience and realizing the organizational capacity of the institution to demonstrably comply with its relevant obligations under the act. The assignment focuses on the first phase of the change program: program definition and administrative decision-making.
What you do
- Translate the relevant legal and sectoral standards, in collaboration with content-responsible experts, into a coherent program plan and a feasible multi-year roadmap.
- Organize the necessary administrative decision-making and manage the realization after the program plan has been approved.
- Collaborate closely with faculties, institutes, and services to identify risks, measures, projects, and dependencies, and to realize and sustainably secure the necessary changes.
- Manage based on administratively established frameworks, priorities, results, and planning, and organize escalation where necessary via the established program governance.
- Validate, refine, and prioritize the provisional project portfolio.
- Prepare and keep current the integral program plan and the prioritized multi-year roadmap.
- Elaborate and monitor the project portfolio, including results, milestones, dependencies, ownership, capacity, and budget.
- Establish and monitor program governance.
- Coordinate and programmatically manage the implementation of established cybersecurity measures.
- Prepare, organize, and guide administrative decision-making regarding the program plan, roadmap, project portfolio, program governance, budget, and required capacity.
- Monitor and report on progress, results, quality, risks, dependencies, capacity, and expenditure of the program budget.
Profile
As a Program Manager, you are the driving force behind the institution's change program. You are responsible for further developing, programmatically managing, and controlling the change program. You aim to realize and sustainably secure the organizational capacity of the institution to demonstrably comply with its relevant obligations.
What they ask
- Independently executed at least two projects in the field of complex, organization-wide change or implementation trajectories within a centralized organization in the role of project or program manager.
- Diploma at university (WO) or higher professional education (HBO) level (technical, business, legal education, or another relevant education).
- Excellent command of both Dutch and English (oral and written), English at a minimum CEFR level B-2.
