The client is working on strengthening and completing a national nature network, which is essential for the conservation and restoration of biodiversity. This is done through a targeted and accelerated approach, with priority for focus areas. In these areas, the organization explicitly takes the lead and works project-based to achieve nature goals, including land acquisition, development, and collaboration with area stakeholders.
The specific area is part of a focus area and is of (inter)national importance for nature. The challenge in this area is complex and integrated, aimed at realizing and completing the nature network, achieving nature goals, improving water quality, reducing nitrogen deposition, and combating peat oxidation. In addition, issues surrounding agricultural transition, land use, and management of nature areas are at play. A Future Perspective has been established that guides the development of the area.
After its adoption, the various pillars must be further elaborated and implemented. The first step is to draw up a Development and Management Plan as a basis for a project decision. This requires robust process management, where content, interests, and implementation converge.
What you do
- Ensure the planned and administrative translation of the area vision into concrete implementation (development plan and project decision).
- Identify necessary preparatory steps to arrive at a project decision and elaborate them systematically.
- Resolve potential bottlenecks or policy issues in the elaboration where possible.
- Manage project staff, advise management and board, and control the project.
- Collaborate with the project team and partners in the area; make a visible contribution to the realization of nature and area goals.
Profile
The process manager is part of a program team and reports to the program manager. The process manager is supported by a project employee. The program team includes a program manager, one process manager, one project manager, three other project employees, and an assistant program manager. Regular team meetings are held. The process manager works independently, in close collaboration with the project team and partners in the area.

What they ask
- Minimum 8 years of relevant work experience in area processes / area development.
- Completed university (WO) education, preferably in a field focused on area development or rural areas.
- Minimum 5 years of demonstrable work experience with assignments for government organizations (province, municipality, water board, or national government), including experience in a political-administrative context.
- Willingness to submit a Certificate of Conduct (VOG).
Preferences.
- Experience with comparable integrated area challenges, such as nature development (national nature network), rural areas, and land issues, in conjunction with themes such as ecology, water, and agriculture.
- Effective process and stakeholder management, evidenced by experience in connecting stakeholders, conducting negotiations, and carefully weighing interests.
- Effective preparation and structuring of the planning phase.
- Submission of a document of maximum 2 A4 pages describing 1 relevant reference project, including the candidate's role, the nature and complexity of the challenge, the approach to the planning phase, and the result.
