Financial Advisor Contracts, Funding and Data

North HollandHybrid34 hours/week<3months

From 2027, seven municipalities will formally join forces, and a new regional organization will be responsible for the implementation of youth care for these municipalities. This is to collectively build on improving the availability, higher quality, and sustainable affordability of youth care in the region. This organization is under development. We are jointly building content and results, as well as the way we collaborate, set up processes, and shape the organizational culture.

This means there is room for input and initiative. In the initial phase, we will jointly seek a good division of roles and tasks and effective work processes. This dynamic also brings challenges. A role that is still developing or a process that is not yet entirely clear requires flexibility, coordination, and the ability to find solutions together. With your financial advice, you help public organizations and youth care organizations regarding the implementation and operation of regional youth care.

What you do

In this role, you are closely involved in the implementation of regional youth care. You operate at the intersection of finance, contract management, and procurement, translating complex financial developments into clear insights and concrete advice. You understand how funding, care utilization, and financial incentives influence each other and what this means for providers, contracts, and budgets.

  • You participate, together with contract managers, in monitoring discussions with consortia and other providers and can interpret financial developments therein.
  • You prepare financial analyses and scenarios for complex or high-risk provider dossiers.
  • You analyze production, care utilization, budget development, and financial risks within contracts, combining various data sources and making trends, deviations, and underlying patterns transparent.
  • You advise on the functioning and further development of lump-sum and other funding models.
  • You perform financial calculations and analyses for issues concerning, for example, customized provisions and growth scenarios.
  • You support the financial aspects of procurement, contracting, and changes in contract and funding agreements.

Profile

You are a strong discussion partner who is not afraid to engage in debate or think outside the box, but also someone familiar with public sector procedures and internal decision-making. A positive, communicatively skilled team player with a customer and results-oriented attitude.

What they ask

  • You have a higher professional education (HBO) or university (WO) degree in a financial, business economics, or similar field, and you have experience with financial analyses, advising, and risk management.
  • You possess strong analytical skills and the ability to quickly switch between analysis, advice, and implementation.
  • You can connect different developments and translate them into integrated and future-oriented advice.
  • You are proficient in analyzing and interpreting larger datasets and can translate data into clear management information and advice.

Desired.

  • Experience with, for example, Excel, Power BI, or similar analysis tools is a plus.
