System Manager

Work for a government organization committed to a safe country. You will work within a department that provides IT support to colleagues domestically and internationally, focusing on equipment, supplies, and ICT. As a system manager, you will oversee complex IT systems essential for the operation of a national security service, ensuring they remain secure, available, and future-proof. IT must not fail within this organization, so you ensure that systems continue to function reliably, securely, and future-proof.

What you do

  • Oversee the entire IT lifecycle of one or more complex systems: from development and implementation to management, further development, and eventual decommissioning.
  • Monitor the quality, performance, availability, and coherence of systems, ensuring they align with operational needs.
  • Act as a connecting and guiding factor within a multidisciplinary team of functional managers, technical managers, information managers, and developers.
  • Bring together various interests, create an overview, and translate complex operational issues into concrete solutions and specifications for IT systems and their linkages.
  • Manage collaboration with internal stakeholders, chain partners, and external suppliers.
  • Monitor agreements, drive results, and ensure stable and secure information provision.
  • Ensure that the IT systems relied upon daily by the national security service remain available, secure, and reliable.

What they ask

  • HBO/WO (higher professional education/university) working and thinking level, preferably demonstrated by a completed degree in Computer Science, Industrial Engineering, Business IT & Management, or a comparable field.
  • Minimum of 5 to 7 years of relevant work experience in an IV/ICT management role within a complex and administrative environment.
  • Broad knowledge of and current affinity with modern IT concepts, such as cloud infrastructure, DevOps principles, network architecture, and information security.
  • Knowledge of service management and preferably experience with Agile/SAFe working.
  • Experience in managing complex external contracts, including steering on SLAs and making agreements with suppliers.
  • Preferably experience with value-driven backlog management, where priorities are set based on customer value, for example by applying WSJF (Weighted Shortest Job First).
  • Ability to translate operational needs into concrete features, solutions, and improvements that fit within the strategic frameworks of the organization.
  • Excellent communication skills in Dutch, both verbally and in writing.
  • Sufficient command of the English language to collaborate in an international IT context.
  • Regular business trips within the country.
  • Integrity, results-oriented, and able to bring structure to a dynamic environment.

  • You must originate from a country within the European Economic Area, or possess a combined permit for residence and work (GVVA).
