As a Senior Policy Officer Road Management, you work on a future-proof public space. You combine technical knowledge with tactical insight and make a significant contribution to smart, sustainable solutions. Your goal is to ensure that the municipal infrastructure remains safe, functional, and well-maintained. You work at the intersection of policy, management, and implementation, translating data and inspection results into concrete policy and realistic maintenance plans.
You collaborate intensively with colleagues from the Urban Management policy team for Water, Cables and Pipelines, Sewerage, Greenery, Playgrounds, and Raw Materials. The activities are carried out independently, with the client organization only assessing the final result.
What you do
- Drawing up, re-evaluating, and updating policy frameworks for roads
- Drawing up multi-year management, maintenance, and implementation plans for roads
- Acting as client for projects based on the management plans and the Long-Term Investment Plan
- Managing and monitoring contracts and maintaining agreements with external parties
- Analyzing management data and translating figures into steering information for the board and management, including the contribution to the P&C cycle
- Applying innovation within your field, such as CO2 reduction, circularity, and smart sustainable applications
- Maintaining close contact with colleagues from the Spatial Domain Maintenance team and with colleagues from cables and pipelines
- Acting as an advisor on civil engineering issues in the physical living environment, such as permits, the environmental law, and public space design

- Demonstrably completed civil engineering education at a minimum of MBO 4 level
- Minimum of 3 years demonstrable work experience in the past 10 years within the field of road management at a government organization
- Minimum of 3 years demonstrable work experience in the past 10 years with drawing up multi-year management and maintenance plans. Clearly explain this with at least one concrete practical example and/or reference project
- Minimum of 3 years demonstrable experience as a client or delegated client for civil engineering maintenance and replacement projects. Clearly explain this with at least one concrete practical example and/or reference project

- Demonstrable work experience with CROW methodology and road management data. Clearly state this in the offer
- Demonstrable work experience with both CROW methodology and management systems such as GBI/Gisib
