To support the Housing team, a municipal organization is looking for an independent and results-oriented advisor to implement two defined assignments. In addition, there is room for any other supplementary services.
What you will do.
- Deliver plans and underlying documentation necessary to claim available realization incentive funds for 2026.
- Supplement and substantiate the established list, establish contact with internal and external stakeholders.
- Advise on the working method for structurally embedding this process in the organization.
- Advise on how funds can help achieve housing policy goals.
- Support the completion of the process surrounding the establishment of the urgency ordinance.
- Advise on related issues at the intersection of housing and the social domain.
- Support the preparation of administrative decision-making.
- Be willing to take on additional tasks, such as the internal implementation of a housing construction monitor or policy advice on projects.
- Translate municipal, provincial, and national housing policy into practical applications.
- Advise on housing policy issues in housing projects.
- Coordinate and advise on actions to accelerate housing construction processes.
- Prepare the application for the realization incentive and arrange the process for structural safeguarding.
- Switch between policy and implementation, administration and initiators, vision and realization.
- Advise from the housing team regarding the urgency ordinance process.
- Advise from the housing team on issues related to grid congestion.
- Contribute to the Housing Program.
- Advise on spatial procedures such as the Environmental Plan/BOPA.
- Support housing strategies for villages and core areas.
- Commit to repurposing and reducing vacancy.
Profile
- Independent and results-oriented.
- Switches between policy and implementation, administration and initiators, vision and realization.
- Part of a Housing program team, collaborating with senior and junior policy advisors, project managers, and a program manager.
What they ask
- CV of a maximum of 5 A4 pages.
- Willingness to sign the client's integrity statement after award.
- Willingness to provide a valid VOG (Certificate of Conduct), risk areas 1, 4, and 8 (8 only for functions in the Social Domain), after award.
- Completed HBO (higher professional education) degree.
- Experience in housing, social housing, or spatial development and a strong affinity with this field.
- Knowledge of spatial processes.
- Experience within a municipal organization.
- Agreement with the stated secondment condition.
Preferences.
- HBO+/WO (higher professional education/university) degree in Spatial Development, Urban Planning, Public Administration, Social Geography, or Social Housing.
- Minimum of 5 years of demonstrable experience as a policy advisor in Housing, Social Housing, or area development.
- Demonstrable knowledge of social housing, housing policy, the Act on strengthening the direction of social housing, urgency ordinance, and housing construction programming.
- Experience within a municipal organization (preferably an organization >50,000 inhabitants).
- Experience with administrative advice, housing corporations, developers, and participation processes.
