Financial Advisor Projects

You contribute to managing project finances within a government organization, aiming to keep challenging projects in control. The organization is in a transition period, with two municipalities merging by January 1, 2027, to guarantee and improve services to residents and businesses.

What you do

  • Manage the finances of assigned projects.
  • Provide solicited and unsolicited advice to project managers on financial issues, business cases, and risks.
  • Utilize the planning & control cycle for up-to-date project budgets.
  • Be the point of contact for the business controller regarding the planning & control cycle.
  • Act as a framework guardian for projects and provide counter-arguments where necessary.
  • Collaborate with fellow financial advisors on the development of project control and financial strategy.
  • Take initiative to involve other departments or teams in a timely manner.
  • Work closely with the planning economist, legal advisors, and risk and planning managers.
  • Monitor developments in the field and share knowledge with colleagues.
  • Contribute to the financial strategy for projects, sometimes in collaboration with the planning economist.
  • Provide financial input for project progress reports (three times a year).
  • Assess whether projects are financially 'in control' across all GROTIK aspects.
  • Evaluate the quality of reports, forecasts, and contributions from projects.
  • Support the monitoring of project results within established content and financial frameworks.
  • Review budget requests/assignments and ensure their correct administrative processing.
  • Make financial project control and risk management applicable within BBV regulations and the planning & control cycle.
  • Advise on the financial paragraph in administrative proposals.
  • Advise during risk sessions.
  • Contribute to the development of the team for project control and financial strategy for projects.

What they ask

  • Demonstrable completed education at a minimum of HBO bachelor level.
  • Minimum of 3 years of demonstrable work experience in the past 5 years as a financial advisor for government projects within area development.
  • The motivation must be included in the CV and written by the candidate.

Preferences.

  • Minimum of 3 years of demonstrable work experience in the past 5 years with financial advising for area development projects at a municipal government.
  • Demonstrable completed education at a minimum of HBO bachelor level, in the field of finance or economics.
  • Demonstrable knowledge of the Budget and Accountability Decree (BBV).
  • Demonstrable work experience with planning software: K2F, PowerBI, and Teams.
